The principal designer has a significant role under the CDM Regulations. They are responsible for planning, managing, and coordinating the pre-construction phase of the project. This includes identifying and eliminating or controlling foreseeable risks, ensuring designers carry out their duties, and preparing and providing relevant information to others.
The principal contractor, on the other hand, is responsible for planning, managing, and coordinating the construction phase. They must prepare a written plan and site rules, provide the right supervision, consultation, and information, and prevent unauthorised access to the site. They also have a duty to ensure welfare facilities are provided and maintained throughout the construction phase.
Finally, the designers and contractors also have responsibilities under the CDM Regulations. Designers must ensure that the design takes into account health and safety and minimises risks. Contractors must plan, manage, and monitor their work to ensure it is carried out without any risks to health and safety.
